NORKA is a single window agency to fulfill an assurance given by the Government of Kerala to its expatriate community.
The Non-Resident Keralite’s Affairs abbreviated as NORKA is a Department of the Government of Kerala formed on 6th December 1996 to redress the grievances of Non-Resident Keralites (NRKs). The department was created in an attempt to strengthen the relationship between the NRKs and the Government of Kerala and to institutionalize the administrative framework. NORKA is the first department of its kind in India. NORKA has established NORKA ROOTS that acts as a counsel for the non-resident Keralites. NORKA ROOTS implement schemes for the welfare and benefit of NRKs, to channel their expertise and resources. There are two wings working in the Kerala House, New Delhi under the NORKA Department viz. NORKA Cell and NRK Development Office ( NORKA ROOTS).
NORKA Cell was established in the year 2001 with the objective of liaising and interacting on a regular basis with the Ministry of External Affairs/ home Affairs/ Passport Officer etc. and to follow up the matters relating to NRKs in a systematic manner with the Embassies and High Power Committee on Indian Diaspora established by the Ministry of External Affairs.
NRK Development Office, New Delhi is the branch of the NORKA ROOTS. The primary objective is to interact consistently with the various Malayalee Associations and organizations in Delhi, Uttar Pradesh, Rajasthan, Himachal Pradesh, Haryana, Punjab, and Uttarakhand facilitating Non-Resident Keralites living inside the country in sorting out various issues being faced by them and finding a solution for their grievances. NRK Development Office is the nodal point for NORKA ROOTS for liaising with various embassies situated in Delhi and the Ministry of External Affairs. The NRK Development Office have a pivotal role in providing the attestation services of countries such as Kuwait, Bahrain, Qatar, Saudi Arabia, Iraq and Vietnam and Visa stamping of Saudi Arabia and Kuwait. Application for the attestation visa stamping services are accepted in the NRK Development Office also. The NRK Development Office facilitates the Non-Resident Keralites for availing the benefits of the schemes such as NRK Insurance Card, Karunyam and NORKA Ambulance Services. The NRK Development Office doing a prominent role in the various recruitment process of the NORKA ROOTS.
